God doesn't build natural cities on earth; at least, now He doesn't. The City which is the subject of this discussion is a very definite structure, but in its present state, as we on earth know and experience it, it is a spiritual one. In its final phase, however, it very definitely will be a natural one which is perfect in every aspect, including both the natural and spiritual.

Does this seem unbelievable to you? It would be if there were not overwhelming proof of both its present and future existence. Its origin, plan, and structure are creations of the infinite and omnipotent God, and although we are finite and severely limited as to divine knowledge and comprehension in our present mental and physical state, there is enough that we can understand to give us a thrilling glimpse of it in its various aspects as one of God's creations which is glorious beyond description.

Our first awareness of the City is awakened by a reference to Abraham's pursuit of it as recorded in the book of Hebrews 11:9, 10, "By faith he sojourned in the land of promise, as in a strange country, dwelling in tabernacles with Isaac and Jacob, the heirs with him of the same promise: For he looked for a city which hath foundations, whose builder and maker is God."

The City of God, which Abraham sought, is a divine creation.  Its structure is both spiritual and natural.  It has very definite dimensions in both aspects.  It has both present and future implications for the people of God.  It was planned in eternity past, it exists now, and it will exist in eternity future.
