According to the record in the Assembly Minutes, the adornment issue was first addressed in the Eighth Assembly in 1913, when the question was asked: "Can we afford to adorn our bodies with gold or pearls or costly array?" The Assembly concluded that "unnecessary jewelry, such as finger rings, bracelets, earbobs, lockets, and other kinds for mere adornment should not be worn." (This is to say that jewelry, such as finger rings, bracelets, earbobs, lockets, etc. should not be worn.)
This decision was accepted without opposition and has stood on the record as Bible doctrine forbidding the wearing of jewelry, being substantiated by Scriptures, such as: 1 Corinthians 3:16, 17; 1 John 2:15-17; Ezekiel 14:3-8; Ephesians 5:5; 1 Timothy 2:9, 10; 1 Peter 3:3,4. In the New Testament writings, we find that those two stalwarts of the faith in the first century Church, Paul and Peter, clearly instructed the believer to leave off the outward adornment and earnestly strive for the inner adornment that comes from God.
